In order to implement the relevant requirements of the "Water Pollution Prevention and Control Action Plan" and strengthen the management of water environment quality objectives, the Ministry of Environmental Protection recently announced the information of 343 national control units that need to improve water quality during the "13th Five-Year Plan" period, involving 29 (provinces, cities),197 prefecture-level and above cities, and 956 counties (districts, cities).

The Water Pollution Prevention and Control Action Plan proposes that by 2020, the quality of the national water environment will be improved in stages, severely polluted water bodies will be greatly reduced, the level of drinking water safety will continue to improve, groundwater overexploitation will be strictly controlled, and the trend of groundwater pollution will increase. Initially curbed, the environmental quality of the coastal waters is steadily improving, and the water ecological environment in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions has improved.

In order to decompose and implement the water quality objectives of the Water Pollution Prevention and Control Action Plan, the Ministry of Environmental Protection has established a three-level water ecological environment zoning management system of river basin-water ecological control area-water environment control unit, defining the geographical scope of 1784 control units and the water environment objectives of 1940 assessment sections one by one, of which 343 control units need to be improved in water quality. Among these control units, according to the water quality objectives of the Water Pollution Prevention and Control Action Plan, 167 inferior Class V control units will be completely eliminated, 49 control units require improvement to Class IV water bodies, and 124 control units require improvement to Class III water bodies. For other control units that have reached the water quality target, the water quality cannot be deteriorated or degraded.
