By 2020, more than 20% of the urban built-up area will meet the target requirements; by 2030, more than 80% of the urban built-up area will meet the target requirements. The province's drainage and waterlogging prevention capabilities have been effectively improved, the problem of urban waterlogging has been basically solved, ecological spaces such as mountains, rivers, forests, fields and lakes have been effectively protected, and water ecology, water resources, water environment, and water safety have been comprehensively improved.

Combined with the characteristics of meteorology, hydrology and geology in Lingnan area, rainwater control and utilization technology are selected according to local conditions. After the special planning is approved, when preparing or modifying the overall urban planning, the total annual runoff of rainwater should be included in the overall urban planning, and the natural ecological spatial pattern proposed in the special planning should be taken as the control element of its spatial development; when preparing or modifying the regulatory detailed planning, the indicators such as the total annual runoff control rate of rainwater should be implemented; the special planning of urban roads, green spaces, water systems, drainage and waterlogging prevention should be prepared or modified, should be fully connected with the sponge city special planning.

The sponge city construction requirements such as rainwater collection and utilization, permeable area, blue line delimitation and protection of buildings and residential areas are taken as the pre-conditions for urban planning permission and project construction, and the characteristics of rainwater runoff are generally consistent before and after urban development and construction. The old urban areas should combine the transformation of urban shantytowns, the transformation of dilapidated houses in urban and rural areas, and the organic renewal of old residential areas, so as to solve the problems of urban waterlogging, rainwater collection and utilization, and the treatment of black and smelly water bodies, so as to promote the overall treatment of the region, and gradually realize the relief of light rain without water accumulation, heavy rain without waterlogging, water bodies without black and odor, and heat island.

(VIII) Promote the Construction of Sponge Green Space System

Strengthen the connection between the construction of urban green space system and the surrounding terrain, water system, roads and municipal facilities, comprehensively consider the vertical design of terrain and drainage, and adopt various low-impact development and construction measures such as sunken green space, rain garden, grass planting ditch and constructed wetland according to local conditions, so as to enhance the water absorption capacity of the green space system, provide rainwater retention and slow release space, and reduce the pollution of urban water body by surface runoff. Focus on the construction of rainwater storage and utilization facilities in the park green space, and improve the proportion of permeable pavement on the ground such as walking system and square in the park green space.

(IX) Promote the Construction of Sponge Road and Square

Change the concept of road and square construction, change the traditional practice of rainwater fast drainage and straight drainage, and improve the infiltration, stagnation and storage capacity of urban roads and squares to rainwater. On the basis of meeting the basic functions of road traffic safety, the new urban roads should make full use of the surrounding green space and enhance the function of the green belt to absorb and purify rainwater. The non-motorized lanes, sidewalks, pedestrian streets and parking lots of new urban roads are promoted to use permeable pavement. The newly-built city square can adopt sunken structure or build rainwater regulation and storage facilities according to local conditions to minimize rainwater runoff. Encourage existing roads and squares to carry out sponge transformation in a planned way in accordance with the requirements of low-impact development and control objectives.

(X) Promote the Construction of Sponge Community and Buildings

Measures such as green roofs, rainwater storage and collection and utilization, and permeable pavement are promoted for new residential areas and buildings to improve the rainwater storage and retention capacity of buildings and residential areas; low-impact development and renovation of existing buildings and residential areas are encouraged. The construction of various large-scale public projects such as government agencies, schools, hospitals, cultural and sports venues, transportation stations, and commercial complexes must take the lead in implementing the requirements for sponge city construction. Projects with a construction area of more than 20000 square meters must be equipped with rainwater tanks and reservoirs. Waiting for rainwater collection and utilization facilities.

(11) Promoting the Construction of Urban Ecological Water Network

Strengthen the protection and restoration of natural water bodies such as urban ponds, rivers and lakes, and wetlands, and prohibit construction activities that damage the water ecological environment, such as filling lakes for land, cutting bends and straightening, and hardening rivers. All localities should establish a monitoring system for the area of urban water areas. Combined with water conservancy planning, strengthen river regulation, transform canalized river channels, reshape healthy and natural curved river banks, and under the premise of ensuring flood control safety, carry out ecological restoration of the shoreline of urban river and lake water systems to meet the requirements of blue line control and restore its ecological functions. Actively explore the construction mode of clean small watershed in the process of urbanization, take small watershed as a unit, control soil erosion and non-point source pollution from the source, and implement simultaneous treatment of soil erosion, sewage, environment and river channels. Strengthen the overall coordination of urban pipe network and river network, and establish a three-level drainage system with effective connection and system linkage of rivers, rivers and municipal drainage systems.

Speed up the construction and improvement of shoreline intercepting main pipes to control sewage overflow pollution. Gradually improve the standards of urban drainage and waterlogging prevention. Actively seek subsidies for relevant special funds from the central government. Make good use of the existing channels of provincial finance to support the construction of sponge cities. The municipal governments of all cities should further increase the investment in sponge city construction, give priority to sponge city construction projects in the medium-term financial planning and annual construction plan, and include them in the scope of local government procurement.

(xv) Broadening investment and financing channels

We will strengthen the docking with financial institutions such as the China Development Bank and the Agricultural Development Bank, and make full use of preferential policies such as low-cost, medium-and long-term special loans. Support eligible enterprises to raise funds through the issuance of corporate bonds, corporate bonds, asset-backed securities and project income notes for sponge city construction projects.

5. organization and implementation

As the main body of responsibility for the construction of a sponge city, the urban people's government must effectively strengthen the organization and leadership, clarify the competent department, improve the working mechanism, coordinate the planning and construction, and promptly start the implementation. The Provincial Department of Housing and Urban-Rural Development shall, in conjunction with relevant departments, establish an inter-departmental joint meeting system to promote the construction of sponge cities, and strengthen the guidance, supervision and inspection of the construction of sponge cities. All relevant departments should strengthen coordination and cooperation and jointly promote the construction of sponge city. All localities and relevant departments should vigorously publicize the concept of sponge city construction and create a social atmosphere for building a better home.

(xvii) Strengthening project management and performance appraisal

The municipal governments of all cities should promptly formulate construction plans, rolling plans and annual construction plans for key areas of sponge city construction in the near future, establish a sponge city project reserve system, and do a good job in filling in the information system of the sponge city construction project database of the Ministry of Housing and Urban-Rural Development. Apply for national and provincial sponge city pilot projects. The relevant departments of the province should organize and carry out the pilot demonstration work of sponge city at the provincial level, organize the cities to carry out the performance evaluation and assessment of sponge city in accordance with the requirements of the Ministry of Housing and Urban-Rural Development, set up a provincial sponge city construction expert database, and carry out professional training on sponge city construction.
